With several of the observations put forward by the Governor in his diepatch of 17th June the Army Council~ƒË find themselves unable to agree, and they can only adhere to the opinions conveyed in their letter of the 12th SeptemberwoOrmsby-Gore, 1924 so far as the financial aspect of the transaction is concerned. They are of the opinion at the present stage no useful purpose would be served by discussing the pointe raised in paragraphe 4, 5 and 6 of the Governor's dispatch, as it is possible that these may never assume practical importance.

As regards the suggestion (vide paragraph 7 of the dispatch) that there has been undue delay in the reprovision of accommodation at Gun Club Hill and Laichikok respectively,

I am to point out that pending approval of the scheme as a whole, the Army Council were not in a position to make a start with any of the items. As soon, however, as the scheme appeared likely to be accepted by both parties the lay-out of the

and proposed new barracks at Gun Club Hill was put in hand; if the approval of the final plans is taking longer than was at first anticipated the delay is attributable to several circumstances among which may be mentioned the length of time occupied in the transit of letters to and from Hong Kong, and difficulties due to the change of attitude on the part of the Colonial Government in connection with the acquisition of additional land at Kings Park.
